WERRIBEE INDOOR FUTSAL RULES

 

Duration of Game 

  • A game shall consist of two 18 minute halves. Teams will change ends at half time. Maximum break of two minutes at half time.

  • There is no timeouts.

  • 4 second rule applies to the keeper once they have grabbed the ball from the floor. If the keeper doesn’t release the ball before 4 seconds, the ball will start with the opposing teams keeper.

  • The Keeper is not allowed to pick up the ball, if a teammate passes it back to him. In doing so this will result in an indirect free kick will be given to the opposing team just outside the D.

 FORFEIT

  • If a team Forfeits more then twice in a season they will be kicked out of the league.

  • Teams Forfeiting with notice of 48 hours or more will not be charged a fee.

  • Teams forfeiting within 24-48 hours before the game will not pay a forfeit fee.

  • Teams forfeiting after 2pm on Gameday will pay a fee of $90.

  • A team refusing to pay a forfeit fee, can only play the next scheduled game, if they pay the outstanding fees they owe from the previous game.

  • 3 points will be automatically given to the opposing team who did not forfeit.

  • If a team is late to play (3 players or less) and the clock starts, they will concede a goal every 3 minutes.

  • A Minimum of 4 players are required for a team not to forfeit. They can borrow players from Werribee indoor centre or from a team that played before(they need the permission of that team captain and also must cover the fees for the players that help them) to make up a team of 6-7.

 AREA OF PLAY

  • No player is allowed inside the D.

  • If an attacking players  WHOLE foot is inside the D when scoring a goal, the goal will be disallowed.

  • If a defender blocks a shot that is goal bound within his own D, a penalty will be awarded.

  • If a defender receives a pass within the D, an indirect free kick will be given just outside the D.If a defender runs into the D without touching the ball, an indirect free kick will be given just outside the D.

  • There is no throw/kick ins and no corners.

  • If the ball touches the roof of the net from a goal kick,  the ball then starts with the non-offending team.

 FOULS -

  • Protection of players is of paramount importance at Werribee Indoor.

    • Tackling from behind and through the legs is NOT allowed.

    • No slide tackles, Goalkeeper can slide tackle within the D( A goalkeeper’s slide must not be reckless, careless or made in a manner that uses excessive force)

    • There is a strict NO FIGHT POLICY. Any player who tries to physically attack another player or referee, will be red carded and then permanently banned from playing at Werribee Indoor Sports Centre.

    • The captains of the player involved will be warned, that if they try to play that player in a game, that whole team will be kicked out of the league.

    • If multiple members of a team gets involved in a fight, that team will be automatically removed from the league and banned from Werribee Indoor Sports Centre.

  • Fouls are considered under the following factors:

    • Mistimed tackles

    • Tackles with excessive force

    • Pushing a player/pulling shirt

    • Intentional Handball is automatic yellow card, if its inside the Goal keepers D(depending on how intentional it is) it will be an automatic red card and a penalty.

    • Unintentional handball will result in a free kick(if inside the D the ref will determine if it is a penalty or not)

    • Time Wasting will be determined by the referee and a yellow card will be issued.

    • Multiple kicking of the ball away from the designated play position after the whistle has gone, will result in a yellow card.

 

SUBSTITUTIONS

  • The ref needs to be notified that a sub is wanting to be made. Failure to do so may result in a yellow card(refs call)

  • Players can sub on and off as many times as they want. Play will continue once the player has come off the court and the new one is one the court.

  • Notify the ref when a goal keeper change is being made.

  • No substitutes can be made under the 5 minute mark.

PENALTIES/Free kicks

  • Penalty is awarded for any defensive block inside the D.

  • Only one step allowed when taking a penalty.

  • A penalty shot, awarded on the siren (marking the end of the half or game) must be played.

  • Indirect Free Kicks are awarded for the keeper picking up a back pass, Preventing the keeper to release the ball or preventing a free kick to be taken(being closer then 3M), The GK hand balling the ball outside of the "D".

  • Direct free kicks are awarded for handballs, push from behind, tackle from behind with contact, pushing excessively from the chest and above and shoulder barging a player into the net.

  • A defending player must be 3 steps away  from where the free kick is being taken.

RED CARD OFFENSES

  •  Racist remarks to anyone will result in a straight red card.

  • Swearing/rude remarks will result in a red card.

  • Two yellow cards resulting in a red card is a one week suspension. 

  • A straight red card is a two week suspension.

  • 5 yellow cards in a season will result in an automatic one game suspension.

    • If a player receives a red card, he or she must vacate the court immediately and is suspended 1 for match.

    • If a player who’s red carded refuses to get off the court, is being abusive to the ref/other players or the organizer of the league, this may result in a suspension of up to 6 games.

    • Any player who receives 3+ red cards in a season will be suspended for the rest of the season.


REGISTRATIONS/Match Fees

  • Each team will pay a registration fee of $20 per player(minimum $120 for a 6 player team), to be paid before the first game of the season.

  • Each game a match fee of $90 per team must be paid before the game starts.

  • For the first season the registration will be treated as a Bond and given back to each team at the end of the seasons( assuming there is no outstanding fees).
